André Vulcain, MD
Dr. André M. Vulcain was born in Port-au-Prince, Haiti in 1955. He received his medical degree from the Faculté de Médecine et de Pharmacie de l’Université d’Etat d’Haiti in 1980. He also completed a surgical residency at the University Hospital in Haiti in 1983.

After serving as a surgeon at Hospital Albert Schweitzer in the Artibonite Valley of Haiti, Dr. Vulcain became Medical Director of the community hospital of Fort-Liberté, an isolated town of the northeastern region of Haiti. This experience impressed upon him the need for broad-based training of general practitioners in Haiti. Soon after, he served as technical director for health care programs at the Centers for Development and Health, a non-profit NGO providing health services to ¾ million people living in large underserved rural and urban communities.

In 1994, Dr. Vulcain immigrated to the USA. He successfully completed the Family Medicine Residency Program at Jackson Memorial Hospital in Miami, as well as an additional year as a Faculty Development Trainee at the Department of Family Medicine of the University of Miami Miller School of Medicine.

Currently, Dr. Vulcain is the University of Miami faculty liaison and representative in Haiti for the Haiti Project, which provides technical assistance for the development of Family Medicine Residency trainings in Haiti and the implementation of a PEPFAR/USAID grant for HIV/AIDS care at Justinien Hospital, Cap-Haitien. Dr.Vulcain regularly travels between Miami and Haiti, providing leadership to the residency program and the HIV care program at Justinien Hospital. He has established the Family Practice Center at that hospital, introducing a new paradigm in the Haitian healthcare delivery system.

Dr. Vulcain has a strong interest in medical education and community health. Throughout his career, he has spearheaded initiatives to train different levels of healthcare personnel in Haiti, including physician extenders (1989), traditional birth attendants (1991), nurse anesthetists (1992), residents and trainers of family medicine (1999 to date) and HIV care providers (2005 to date )

His current areas of interest include the promotion of comprehensive models of women’s care, child care, HIV care and the synergistic approaches of services delivery and service/education programs in primary care.

Dr. Vulcain is licensed in Florida and Haiti and is a diplomate of the American Board of Family Practice. He is also a member of the American Academy of Family Physician (AAFP), the Society of Teachers of Family Medicine (STFM) and the International Health Medical Education Consortium (IHMEC). He has also served as a board member of Project Medishare and is a founding member of the recently established Haitian Society of Family Physicians (Société Haitienne de Médecine Familiale).
