Onelia Fajardo is the Program Director for the Miami Dade County Health Department, Refugee Health Program. She also serves as a Senior Manager for the Organization. She holds a doctorate degree in Business Administration, a Master of Public Health and a Bachelor in Health Services Administration.

Dr. Fajardo has over 33 years of experience in Public Health and Health Care Management. She is an adjunct professor for the Stempel School of Public Health, Florida International University, teaching master's level courses in areas of Public Health and Health Management and Policy. Dr. Fajardo, is also a Commissioner under the Florida Commission of Human Relations, serving the people of the state of Florida.

Dr. Fajardo manages the largest Refugee Program in the state, and the largest in the nation. This program has received several awards of excellence. She serves as a consultant for the state in Refugee Health issues. She has provided leadership in many committees and task forces locally, at the state and national levels, to name a few, Victims of Human Trafficking, Victims of Torture, State Refugee Task Force, Mass Migration.

She has served in several management positions within the Department of Health, providing guidance and leadership in the areas of Contract management, Primary Health Care, Health Center Administrator. Additional expertise include Appreciative Inquiry, working from strength, Emotional Intelligence, Behavioral Interview, Emergency Management, Immigration law, Budget and Financial skills, Process Management, Malcolm Baldridge and Sterling Award performance of Excellence skills, Collaborative Negotiation, Executive Development, Excellence and Ethics in management, Managing Quality health Care Systems.
